They added the features you wanted and you didn’t have to pay. You just can’t use them although they were in the last version.
This is a problem I’m having with Clip Studio Paint. Right now my problem is not being able to get the 3D drawing dolls to work but they work fine in Manga Studio 5, the program that preceded it. It’s kind of annoying.
