I think the problem is that the superheroes came first, responding to crimes the police couldn’t handle. It was catharsis that someone was able to stop mobsters, even if it was in a fictional world where mad scientists would also come about. Once the superhero evolved from the “mystery men” and pulp heroes, they needed someone more interesting to battle, hence the supervillains. So every new universe usually starts out with the superhero and the supervillains come later. Imagine if the supervillains came first and the superhero rose to stop them.
